The qualifications for jobs like that START with CCNP certifications. Who said IRS? Depends what the employer is looking for. From their point of view... you are a investment to thier infostructure. They dont want someone whos a know it all in certification. Some may vary. That person would be a disruption to the workforce environment.
Im not competing for the Harvards, and Yale ~ those days are gone. Employers want to save money and invest and not hire someone who is posting their resume while employed.
In my case ~ I was picked out of 24 interviews with Certs, and College Degrees. DUDE they had no experience.
Here is another offer I get all the time. Again ~ No College. Experience counts. I think Garbled make more than me.

Skill Set: 8 years of of IT Experience
Knowledge of X.500/LDAP directory technologies, Experience with .NET platform development, VBs script and VB.NET, Experience with user and system authentication methodology's, data authentication methods, authorization options (role based authorization using Active Directory attributes).
4+ years of recent hands-on directory services with large complex organization
A strong understanding of LDAP query language and access methods used by applications to utilize data in the LDAP repositories is required. This should include integration with applications and other platforms (Unix, Websphere, ect.)
A strong understanding of access control/security for LDAP directories, databases and web applications required.
A strong understanding of TCP/IP, DNS, DHCP and WINS required.
Excellent documentation skills are required.
Candidates must have experience with successfully working in teams, possess initiative and innovation. Solid understanding of LDAP meta-directory technologies and hands-on working knowledge of MIIS meta-directory technology and ADAM preferred.
Experience with Java API, Java packaging is also preferred.
RESPONSIBILITIES: Provide technical Level III problem isolation and resolution for a Global Network. Configures and performs advanced diagnostics on infrastructure components. Provides design recommendation for all LAN/WAN infrastructures. Understands and repairs LAN infrastructure including cable and fiber. Understands and can configure and install LAN switch technology for bridging or routing. Can perform hardware fault isolation and repair. Designs and repairs switching and VLANs problems. Provides training on features and appropriate use of the tools.
COMPETENCIES: Understand LAN repeating and re-timing technology. Understands WAN modem technology. Understand the software, hardware, and operational characteristics of the standard bridge and router. Understand all routing protocols for the LAN and WAN. Has a basic understanding of NT Server configuration and TCP/IP infrastructures. Can correctly configure servers and clients for all services. Can configure routers and switches. Can isolate and repair all IP services problems. Understands and uses the appropriate tools in all instances during problem isolation and repair. Possesses an in depth understanding communications technologies and can isolate and resolve all infrastructure issues.
QUALIFICATIONS: Bachelors Degree Minimum, prefer Computer Science or technology area or telecommunications science business minor. Three (3) to six (6) months of specialized technical courses in communications technology – typically provided.
