I finally got my electrical gremilins in check, big thanks to thomash for that! now after starting the car I have been getting a loud high pitching whining noise, it sounds like a tea kettle going off. It's not the coolant the temperature stays right at 1/4 to 1/2 on the gauge. it sounds like it is coming from the passenger side of the engine. I changed the belts and to no avail i still get the noise.
I noticed that when I apply about half to 3/4 throttle and the rpm's go over 3000 the sound goes away, but as soon as i release the throttle it comes back. I put my ear to the engine and it sounds like it is coming from the farmost passenger side of the engine from around the spark plug to the timing belt cover. any ideas??

Some kind of vacuum leak perhaps?

i sprayed a little starter fluid in that region and no changes in idle. so i dont think there are any vac. leaks. However, I did notice the oil level was a little low on the dipstick, I added about 2 1/2 quarts we'll see if that was it.

I too would think it is a vacuum leak since it disappears when you open the throttle.
You might try using a length of vacuum hose as a stethoscope so that you can more easily find the source. A power steering vacuum hose fell off on mine once -- it was greasy and there was no clamp -- and that made a really loud whine.
Being low on oil by 2.5 quarts seems like a lot though.

Hey. Try reversing the two vacuum tubes that go to the idle-up control unit for the A/C. It is located on the firewall passenger side.

your water pump is over there eh, and if you had a bunch of air stuck in the system is might howl like that, maybe check your rad cap to make sure it is breathing properly...
