I looked up the local laws for that sort of thing.. obviously your laws may differ.. but I discovered that the arizona laws were far less stringent than what I've been told by cops.
The *only* major restriction on tail lights, is that at night, they must be visable at 500 feet. Beyond that, basically nothing else matters, other than quantities, reflectivity, and the basic function/color pairs.
On headlights... you can't smoke those.. At least probably not. You aren't allowed to put any film on the headlights which changes the color of the light.

It's still legal for show cars. The law is that you MUST have some part of the tail-lights red and reflective. I'd just leave the red reflector square un-smoked.. but smoke the rest of it. Teh corners, you can smoke those all day long without breaking the law.

I have used 2 ways of smoking my lights. The first way,and really shitty way,is using an adhesive film made by Alpena. i forget what the name of it is,but I found it at Canadian Tire and Wal Mart. It's more expensive than Niteshades, and a pain in the ass to apply, because you have to cut it to the shape and size and then adhere it. It also tends to peel off,but it looks good...from a distance. Up close you can see all the little holes in the film that let 100% of the light through. I like this stuff because it is removable,so if you get tired of it,or get pulled for it and need to remove it,you haven't ruined a perfectly good set of hard to find and expensive lenses. I DO NOT recommend this product. Avoid it.
I used Niteshades onmy Mystique, and bought it at a local performance shop for $10 Cdn. I applied it to my tail lights, and did about 4 coats and a coat of clear on it. The lights are visible very well when lit up (braking, and just running lights at night) but the running lights are not too visible during the day until you start braking. This stuff is easy to apply, but can run,so do very very light coats. If it does happen to run, just wet sand it with 1500 or 2000 grit sandpaper and reapply after it has dried.
It's a wonder I have not been pulled over, since I am driving my car with blacked out tail lights, blacked out reverse lights, and blue turn signals in the front. Those are highly illegal here in Ontario.
Anyways,use Niteshades,it's the best stuff.

check mine out www.cardomain.com/id/fastassalltracnow i wouldnt advise this project becuase i got pulled over 4 time in 2 nights for them been to dull. i had h4 head light bulds also. so if you much only use 2 very light coats, i work in a tint shop and know how much of a pain in the ass it is to sand them down again, i had to and i hated it. tint is a pain in the ass perior, but always looks better.
